General

  • Apply procedures for management of internal project, MOC implementation, in accordance with safety policies, plant policies and regulations.
  • Coordinate MOC implementation and participate in following up closely of MOCs/ projects from Operation, Maintenance, HSE, Process, Contractors, and various stakeholders.
  • Perform duties of on call management.
  • If needed, support other technical departments within his/ her trained skills.
  • Support the team in updating of process documentation or procedures.
  • Work in accordance to organization's standards, processes and procedures.
  • Participate in continuous improvement activities (e.g. Process improvement of documentation processes).


Project

  • Preparation of project deliverables for gate phases approval and project implementation.
  • Estimation of project cost and schedule for gate approvals.
  • Following up with KPIs throughout project execution till closure (e.g. Cost/ Schedule).
  • Conduct, in liaison with the other departments, the studies of the different phases of MOCs/ projects with a view to costing and schedule estimates and performances.
  • Responsible for the execution of projects (organization of teams, planning, overall monitoring of achievements and KPIs such as expenses budget as well as site execution till closure).
  • Review schedule, manpower planning of engaged parties / external engineers.
  • Participate in building investment budget, follow up closely on project costs.
  • Monthly project reporting: progress status of project in charge.
  • Follow up on cost and schedule estimate for gate deliverables justification.
  • Support the team in continuous improvement activities such as documentation procedures updates and write-up.
  • Site follow up on issues, feasibility check, scoping, execution, walk down and PSSR etc.
  • To interface with all MOCs/ Project stakeholders throughout the whole phases.


Sub-contractors

  • Supervise external engineering company and engineering contracts.
  • Review & validate engineering documentations.
  • Establish technical specifications, lead technical clarification, perform technical assessment of vendors/ contractors.
  • Develop craft engineering documents for use in procurement inquiries.


HSEQ

  • Ensure the application of standards, documents, regulations, HSEQ management systems in his/ her activities.
  • Ensure the achievement of HSEQ objectives in his/ her activities.
  • Ensure the definition, implementation and monitoring of HSEQ corrective actions in his/ her activities.
  • Conduct close monitoring of contractors to improve general performance to achieve Zero Accident.


CONTEXT AND ENVIRONMENT

  • The plant in Singapore is a new plant that combines monomer and polymer production in a dynamic market where the end product is highly in demand.
  • Being a new start-up plant in a new country, cultural, managerial and technical issues may be challenging.
  • Plant operation with hazardous chemicals subjected to regulatory controls with a high level of safety requirements.



Requirement:

  • Bachelor degree in an engineering school (mechanical, chemical, civil or equivalent) or Polytechnic diploma.
  • Technical knowledge (process, mechanical, electrical, instrument, etc.), familiar with technical documents - engineering specification, GA drawing, equipment datasheet, Isometrics, P&ID, MSDS, Manuals, etc.
  • Knowledge on material selection & equipment inspection, manpower screening/ assessment
  • Knowledge of common plant management systems: PTW, JMS, JHA, etc... and quality management systems: ISO9001, ISO14001, ISO45001, ISO5001
  • Knowledge and familiar with various SAP administration maintenance procurement and inventory, operations, project
