Health Technology Assessment Specialist (Clinical Submission)

Duration: 12 months (Renewable)
Location: Raffles Place
Salary : Up to $3800 depending on experience

Job Purpose

  • Assist the Manager, Market Access, and Policy, in developing and delivering high quality HTA dossiers for submissions to the Agency for Care Effectiveness and to develop internal training materials on Health Economics and Value Based Healthcare.



Responsibilities
Contribute to end-to-end HTA dossier preparation under guidance of Manager, Market Access and Policy. Activities included in the end-to-end HTA dossier preparation process include (but are not limited to):

  • Completion of pre-submission activities
    • Conducting secondary research and creating clinical algorithms/pathways to map the patient journey for various diseases
    • Conducting data collection and analysis from databases as well as through consultations with internal and external stakeholders
    • Summarising available information into a coherent value narrative for pre-submission purposes
  • Organizing and seeking inputs from key opinion leaders (KOLs) to guide the scope of HTA evaluations
    • Developing agenda and promotional materials (survey documents, workshop slides. etc) for each planned KOL engagement
    • Coordinating administrative tasks including seeking legal/compliance approvals for the set-up of KOL engagements
    • Developing and administering surveys to garner inputs for market shares, epidemiology, clinical pathways as well as organizational issues, to feed economic model development and shape scope of HTA evaluation.
    • Participating in scoping workshops to achieve consensus on scope of HTA evaluations
  • Overseeing economic model development and adaptation
    • Preparing project briefs to guide project external vendors
    • Liaising with and managing vendors on project timelines and deliverables
    • Completing model input sheets with relevant data obtained through KOL engagements and primary/secondary research or data collection
    • Driving development of appropriate scope and parameters of economic model adaptation
    • Brainstorming and driving development of scenarios for economic model adaptations to meet local market needs
  • Preparing formal HTA dossiers
    • Conducting secondary research (literature reviews, systematic reviews) to ensure adequacy of relevant information to support submissions
    • Conducting financial analyses/budget impact analyses to determine the financial impact of various funding decisions
    • Ensuring continuity of narrative between clinical, safety and economic sections of HTA dossiers



Develop and refine internal training resources for Health Economics, HTA and Value Based Healthcare, under guidance of Manager, Market Access and Policy. This includes (but is not limited to):

  • Developing workflows and slide-decks on health economics, HTA and value-based healthcare that are tailored and relevant to the local market for internal consumption by various teams, in-line with planned curriculum
  • Coordinating and facilitating internal sharing/educational sessions



Requirements:

  • Bachelor's Degree in Dentistry/Life Sciences/Pharmacy/Medicine/Nursing.
  • Ability to critically appraise medical/health economic literature
  • Knowledge of Singapore's healthcare policies and financing landscape
  • Familiarity with basic concepts of secondary research including how to conduct literature reviews, systematic reviews .etc.
  • The ability to develop ideas from white space in a collaborative manner.
  • Confidence to work independently and successfully navigate a team through ambiguity
  • Willingness to work on an agile team.
  • Prior experience conducting systematic reviews/network meta-analyses
  • Prior experience with economic modelling
