Responsibilities:

  • Act as the primary HSE point of contact for the Company contract site in Singapore. Ensure full compliance with Company and customer HSE standards while driving continuous improvement in safety culture and operational performance across the site.
  • Ensure compliance with Company field HSE standards and applicable local legislation.
  • Foster working relationships with site teams to promote a proactive safety culture and achieve HSE objectives.
  • Support the development and implementation of the district Annual Operating Plan (AOP) for HSE performance.
  • Conduct regular HSE performance reviews aligned with contractual obligations.
  • Establish and maintain a robust HSE governance and audit framework.
  • Deliver HSE training programs (induction, job-specific, and standard) in line with training needs analysis and plans.
  • Collaborate with HSE leadership to maintain or achieve ISO 45001 certification.
  • Lead investigations into incidents and injuries, ensuring timely resolution of non-compliance issues.
  • Partner with site leadership to embed a culture of continuous HSE improvement.
  • Coordinate closely with site service leaders and Company for effective HSEMS (Health, Safety, and Environmental Management System) implementation.
  • Monitor, analyze, and report HSE performance metrics, including leading and lagging indicators.
  • Conduct regular site inspections and share findings with site and district leadership.
  • Ensure 100% implementation of Toolbox Talks (TBT) and compliance with customer HSE and airfield operational procedures.
  • Manage and evaluate the effectiveness of the Permit to Work system.
  • Lead 5S and Kaizen initiatives to enhance site safety and efficiency.
  • Ensure comprehensive implementation of risk assessments (Job-level, Task-level, and Last-minute).



Requirements:

  • Bachelor's Degree with a minimum of 4 years of HSE experience, including 1-2 years of HSE experience in the construction industry.
  • Class 3 Singapore Driving License is mandatory
  • ADP (Airside Driving Permit) is desirable
  • HSE certification as per local regulatory requirements (Mandatory) e.g. WSQ Advanced Certificate in Workplace Safety and Health (Level B)
  • ISO 45001:2018 Internal Auditor certification
  • Excellent influencing and communication skills across all organizational levels
  • Proven ability to build and maintain client relationships in dynamic environments
  • Experience in airport/aviation safety is desirable
  • Proficiency in Microsoft Office applications
