POSITION SUMMARY:
The incumbent is responsible for developing and implementing Fire Safety & Emergency Management, Business Continuity Management and Security Management Systems to ensure compliance of all applicable laws and regulations, codes of practices and EHS & Security Standards and provide technical guidance to support API plant operations not limited to essential programs such as risk assessment, job safety analysis, contractor safety, working at height, permit-to-work, lockout & tag out, electrical safety, confined space entry, fire life safety, loss prevention, emergency preparedness, business continuity planning and physical security.
Accountable for:
  • Leader Standard Work to ensure compliance with all applicable local laws and regulations.
  • Internal audit to ensure compliance with applicable laws and regulations, Global EHS & Security standards and recommended practices.
  • Emergency Preparedness leading indicators and performance metrics.
  • Emergency Readiness of Business Continuity Management and Security Management Systems.
Position Responsibilities:
  • Lead and coach Security & Emergency Response (S&ER) colleagues and contract security personnel, and conduct performance management review with his/her direct reports (S&ER technicians).
  • Ensure business activities are in compliance with all applicable local safety & health and security laws & regulations, and EHS and Global Security Standards and upkeep the respective regulatory permits/licenses.
  • Perform the role, duties and responsibilities of 'Fire Safety Manager' as stipulated in the Fire Safety Act.
  • Oversee fire protection, fire alarm, public address and security surveillance systems in terms of preventive maintenance and performance monitoring and testing.
  • Take charge and manage the contractor safety program like contractor pre-qualification, contractor safety induction, contractor safety committee, etc
  • Develop and implement Security Management System and Emergency Response program, and measuring related metrics to achieve continuous improvement in its performance.
  • Identify and control fire hazards and physical security risks associated with business activities.
  • Provide assistance in near-miss incident/accident investigations related to security, emergency response and contractor safety & health matters, and implement corrective measures to prevent a recurrence.
  • Develop and conduct relevant emergency response training, drills and tabletop exercises for emergency management team, emergency response teams, colleagues, contractors, suppliers and visitors.
  • Conduct regular contractor safety, fire safety and physical security audits to assess the health of these systems, and make appropriate improvement to achieve its optimum level.
  • Manage business continuity management (BCM) program and conduct regular exercises to verify the effectiveness of the program.
  • Manage onsite contract security services and control its expenses as per budget operating plan.
  • Manage onsite Company chartered bus services and control its expenses as per budget operating plan.
Organizational Relationships:
  • Involve in cross functional Contractor Safety Committee, and engage Committee members to perform safety observations, and education and promotion activities.
  • Liaise with regulatory agencies (e.g. SCDF, SPF) in terms of site point-of-contact, follow-up and correspondences.
  • Involve in Global Fire Life Safety/ Contractor Safety, XL GAP Loss Prevention, Business Continuity Management and Security Network to leverage on practice and guidance, and resources.
  • Involve in Singapore Country Crisis Management Team as Coordinator.
Qualification & Work Experience:
  • Diploma in Technology / Engineering , or a minimum satisfactory passing grade in GCE "A" or "O" or NTC-2.
  • At least 3 years supervisory or leading role in security, or fire emergency organization; experience in pharmaceutical industry and/or petrochemical / chemicals manufacturing industry is advantageous.
  • More than 5 years of relevant work experience.
  • Good knowledge and application of relevant regulatory laws and regulations, codes of practice, and/or National Fire Code.
